Indirect Carrier Security Fee

Issue 539, November 27, 2006

Effective November 27, 2006, DHL Global Forwarding will be required by the Transportation Security Administration (TSA) to perform additional security functions on International Export air freight shipments as a result of an Emergency Amendment recently issued by the TSA.

Unfortunately, we cannot disclose the details of the TSA directive due to national security concerns. However, we can tell you that the new government mandate will dramatically increase the amount of resources spent handling each shipment we tender for air carriage for export from the United States. We do not anticipate that the new rules will cause any delays in collection, transit and delivery times of your freight.

In order to comply with the new security rules and maintain the high level of service you expect and deserve, we have no choice but to add a security surcharge of US$5.00 (Indirect Carrier Security Fee -ISF) per shipment, effective December 4, 2006, to compensate for the additional expense we must absorb. Please understand that this surcharge is meant only to cover the increased costs of meeting new government guidelines designed to protect and strengthen the global supply chain we all depend upon to do business.

If you require additional information or clarification, please contact your local DHL Global Forwarding service representative.

We appreciate your understanding and your co-operation. We all have a stake in ensuring a proper balance between security and commerce, and by working together we will keep our supply chains safe and productive for decades to come.

Best regards,

Brian Lindholm
