New Canadian Customs Regulations

Issue 502, December 8, 2005

On December 12, 2005 new rules in Canada take effect requiring all air import manifest information be electronically transmitted to Canadian Customs in advance of the aircraft’s arrival. ACI is part of the initiative taken by Canadian Border Services Agency (CBSA) to identify threats to health, safety and security prior to the arrival of air cargo and conveyances in Canada. And DHL Danzas Air & Ocean is ready!

DHL Danzas Air & Ocean has completed testing and received certification from CBSA for the electronic transfer of housebill (supplementary) data. DHL Danzas Air & Ocean will go live on December 12 with a seamless and streamlined electronic solution to dramatically expedite the process of transferring data and clearing shipments into Canada.

Phased Implementation by Modes of Transport
The Advance Commercial Information (ACI) initiative is a major part of the CBSA Customs Action Plan, and it is being delivered in phases.

Phase 1 – Ocean Implementation (April 19, 2004)

Mandatory advance Electronic Data Interchange (EDI) cargo and conveyance reporting for marine mode
DHL Danzas Air & Ocean has successfully implemented this and has been live since April 2004.

Phase 2 – Air Implementation (December 12, 2005)

Mandatory advance EDI cargo and conveyance reporting for air mode shipments.
DHL Danzas Air & Ocean has successfully completed testing with CBSA and ready to go live on December 12, 2005.
Electronic transmission requirements for the air mode are outlined in the Participants' Requirements Document.

Future phases

Will focus on cargo and conveyance by highway and rail.
Implementation dates have not yet been determined.

Mandatory Data Elements:
Data Quality is critical to the success of our transmission to CBSA. To meet the CBSA requirements we will need from customers crucial data elements as listed below:

Full shipper name and address
Full consignee name and address
Precise and accurate description of goods: the description must be in English
Number of pieces (based on the smallest external packaging unit) For further information, please refer to an Advance Commercial Information (ACI) Frequently Asked Questions on the CBSA web site.
