Heightened Textile Import Examinations
Issue 433, March 9, 2004 This heightened rate applies specifically to textile materials that are not subject to quota or visa, but that are entered under a type '01' consumption entry. Sources state that although entry type '01' textiles and apparel are eligible to be paperless, during the "document accuracy test," paper will be required. It remains to be seen what ports are impact or for what duration the heightened scrutiny of documents will persist. CBP expects to announce this to the trade. Government sources also state that CBP is still determining how to conduct the test (e.g. which port or ports, the duration of the test or tests) and expects the test(s) to be announced in advance. It is expected that CBP will be reviewing for accuracy in description and quantities and related tariff classification. We advise of this pending action as it may impact the flow of your commercial goods. DHL Danzas Air & Ocean will assist in any way possible to expedite your import transactions during this time. A previous period of increased document review last year divulged numerous errors ranging from clerical to matters of inadmissibility. Significant revenues were recovered by the government as a result of the review. We encourage textile importers to carefully review your vendor's invoices for accuracy and conformance to federal regulations to ensure the least amount of delay and expense as possible.
